With the arrival of the headquarters of the The Hague police department on the Binckhorst, the need for additional parking capacity emerged. This was addressed by designating the plot of the Police Academy nearby for the construction of a garage with around 400 parking spaces for Police employees. The academy was located in an old office building that could have been demolished. However, cepezed proposed retaining the existing structural frame. Thanks to an ingenious design, precisely aligned with the existing structure, the CO₂ emissions associated with constructing the new parking garage were kept to a minimum. cepezed also opted for reversible elements, allowing the structure to be easily adapted for another function in the future.

spectacular structure 

All new additions are reversible, should the function of the building change in the future. A spectacular structure with ramps and landings has been installed in the existing courtyard. Due to the existing basement foundation, the ramps form a suspended structure: eight new columns pass through the basement slab to avoid loading the existing foundations. For this striking construction, which also makes use of truss tension at the corners due to limited space, we collaborated closely with IMd Raadgevende Ingenieurs. Two corner volumes have been added to the existing floor plan, compensating for the floor space lost when a storey was demolished. This demolition was necessary to relieve the pressure on the foundations caused by heavy vehicles. The additional corner volumes also create circulation routes.

perforated shell 

A perforated, new shell covering the car park levels hides the cars from view, eliminates the need for mechanical ventilation while allowing daylight to penetrate deep into the structure. On the exterior, the graphic lines of the façade stand out. On the ground floor, dark grey aluminium profiled sheets with horizontal ribs have been installed above hard-wearing, ribbed fibre-reinforced concrete. The upper floors are adorned with a light-coloured cladding with wide, vertical strips of alternating porous and solid aluminium standing seam panels. Because the lines continue across the side walls and ceilings, the ground floor and the car park levels are visually perceived as two separate volumes. On the ground floor, Wega.punt also provides space for businesses serving the local community.

The ground floor beneath the car park levels comprises three commercial units, designed according to the ‘box-in-box’ principle, with a suspended ceiling. This construction method provides both thermal and sound insulation. The plinth is transparent and the spaces are intended for service-oriented businesses, which can be used by police staff as well as others. Examples include a dry cleaner’s, a parcel collection point or a bicycle repair service. A public passageway through the building connects Wegastraat with Orionstraat and can be locked in the evening.

sustainable 

By utilising the existing office shell, the car park levels are nice and high. Should the police ever require more office space, the added sections can easily be removed: everything is bolted and nut-fastened. Without ramps, the courtyard receives sufficient natural light for either residential or office use. With Wega.punt, an existing shell has been saved from demolition and cleverly transformed through reversible interventions that make it future-proof. Roofs have been utilised for sedum and larger plants, insofar as the existing structure permitted.

green & cool 

The total green area covers approximately 60 per cent of the car park’s footprint. To support the local ecology, habitats for small animals have been integrated into the design. Bird boxes for various small birds and pipistrelle bats have been installed in the facades close to the green roof. The native shrubs on the roof are suitable for various butterfly species. The entire roof surface is fitted with retention crates that buffer rainfall and allow it to drain slowly, intended for watering the plants. In summer, they provide natural cooling for the building and the surrounding area.
