The old town hall in Woerden was in poor condition and used a great deal of energy. The radical renewal by cepezed and cepezedinterieur focused on modernization and improving sustainability. Our revitalization resulted in a light and spacious building with an A+++ energy label.

Openness, spatial experience and connection are central themes of the revitalization. For example, the building was provided with completely transparent voids that introduce light, airiness and spaciousness. Large glass sections in the new façades provide a strong connection to the greenery outside.

Openness, spatial experience and connection 

Several parts of the existing 1980s ensemble were demolished. In addition, only limited new-build elements were added. With the introduction of modern ways of working, the total floor area was eventually reduced from approximately 14,000 m² to 8,000 m². The traditional closed-office arrangement of the offices was removed and replaced with large open floor areas and transparent spaces. 

Flexible working at Woerden Town Council 

The interior of the town hall and the integral Regional Historical Centre is based on The New World of Work. It is multifunctional, focused on collaboration and so flexible that even the mayor and councillors no longer have their own permanent workplace.

In terms of tone and atmosphere, the interior is based on the characteristic green cope landscape around Woerden. Other elements also underline the identity of the municipality. For instance, historical prints of Woerden are depicted on privacy foils and the council chamber has a large chandelier in the form of the historic ramparts.

Sustainable and budget-neutral 

The new Woerden town hall has an A+++ energy label: a leap of six steps forward. This success partly due to highly insulating façades, thermal energy storage and solar panels. The stripping and removal of the existing building components was carried out in a sustainable and circular manner. No less than 98% of the materials were reused through a certified processor.

Finally, the revitalization was implemented in a budget-neutral way: the total operating costs for the renovated town hall have remained the same as in the old situation. This is largely due to the smaller floor area and the significant reduction in energy and maintenance costs.
